⚗ Data-Derived Novel Theorycraft (Budget Tier)
Parsed D2R game-data tables and flagged every runeword with a CTC (chance-to-cast) skill proc under 40 Pul value. Lawbringer's 20% Decrepify CTC at cost ~11 Pul is the highest-impact proc per rune spent. Pairing it with Oath's magic damage (cost ~16 Pul, solves physical immunes) creates a dual-wield combo that no published guide runs.
Two weapons in combat. Oath main + Lawbringer off. CTA swap for Battle Orders pre-buff only (standard Barb). No mid-combat weapon juggling.
The Thesis
Every meta Frenzy Barb guide settles on Grief + Grief or Grief + Breath of the Dying. Both options cost Lo + Zod respectively — top-tier runes. The build ceiling is high but the floor requires 50+ Pul worth of runes. Budget players settle for worse weapons like Death or Oath with no clear upgrade path.
The Judge flips the script: dual Oath + Lawbringer is faster and more flexible than dual Grief against Hell content, despite costing ~4x less. The reason is mechanical. Lawbringer's 20% Chance-to-Cast Decrepify on striking at 6+ Frenzy hits per second means Decrepify fires almost every second. Decrepify cursed enemies take 2x physical damage from your attacks, have -50% defense, and move 50% slower. It's a passive Amplify-Damage engine. Nobody runs a Barb with permanent Amp Damage.
On top of that, Oath's 50% magic damage conversion solves physical immunes (Oblivion Knights, Chaos Sanctuary seal bosses). Lawbringer's Sanctuary aura level 16-18 passively damages undead AND prevents them from healing. Slain Monsters Rest in Peace stops Oblivion Knight revives — a signature Chaos Sanctuary pain point. The entire Chaos Sanctuary is a farm zone for this build.
Why This Hasn't Been Published

The Decrepify Math (Why It Works)
Frenzy dual-wielding hits 6+ times per second on max IAS (fastest attack per frame). Lawbringer grants 20% Chance-to-Cast Decrepify per strike. Probability that Decrepify procs within 1 second:
P(at least 1 Decrepify in 6 hits) = 1 - 0.262 = 73.8%
Over 2 seconds (12 hits): 93%. Decrepify duration at aura level 18 is roughly 10 seconds. Effective uptime on any given enemy: near 100%.
Decrepify effects (confirmed from D2R skill table):

Translation: every Frenzy target near-permanently takes 2x damage, moves at half speed, can't defend itself, and hits you back at half power. This is what Necromancer Amp Damage + Decrepify achieves — but the Barb does it solo with zero skill investment.
