Belial, Lord of Lies — Exalted Boss Guide

By the DiabloBytes team · Updated May 2026

Belial is the Pinnacle / Exalted Lair Boss inside the Palace of the Deceiver in Kehjistan. The fight has two main phases plus the eye-selection mechanic — face an inactive black eye to dodge AoE pulses, dodge his fist sweeps and poison breath cone in Phase 1, then survive a tracking-poison-pool phase with Nangari adds in Phase 2. Belial\'s Hoard mimics the loot table of a chosen boss with a boosted Mythic Unique chance.

⚡ TL;DR

  • Tier: Pinnacle / Exalted Lair Boss.
  • Location: Palace of the Deceiver, Kehjistan.
  • Summon: Interact with Summoning Altar; Hoard opens with 2 Betrayer\'s Husks.
  • Eye mechanic: Face the BLACK (inactive) eye. Active eyes pulse AoE.
  • Reward: Mimics chosen boss table + boosted Mythic chance.

Fight Mechanics

Phase Mechanic How to Handle
Throughout Eye selection Belial summons seven floating eyes around the arena. One or three of them go black/inactive each rotation. Position yourself directly in front of a black (inactive) eye to avoid the incoming AoE pulse — facing an active eye eats the damage.
Throughout Stagger bar Standard Lair Boss stagger bar. Build it up with crowd-control and damage-over-time effects to briefly stun him and unlock a guaranteed burst window — the highest single-fight DPS opportunity.
Phase 1 Fist slam + claw sweep Slams his fist into the platform and sweeps across in a wide arc. Knockback + heavy damage. Move perpendicular to the sweep direction; don't back up in a straight line.
Phase 1 Poison breath cone Brief telegraph, then a frontal beam from one side of the platform to the other. Devastating damage to anything in the cone. Sidestep the cone or weave around the eye-aligned safe spots.
Phase 1 Crystal projectiles Belial spawns 1-2 slow-moving crystals that home toward you. After ~4 seconds they detonate at their current position. Lead them away from the boss's body before they explode so you can return to DPS uptime.
Phase 2 Poison waves from pools Poison pools spawn around the platform. Waves emerge laterally — left and right — from each pool. The waves are wide; jump diagonally between pulses rather than backwards.
Phase 2 Tracking poison pools Belial stabs the platform with his claws repeatedly, leaving a poison pool at your current position each time. Pools track — keep moving in a circle around the boss to avoid trapping yourself in your own footprints.
Phase 2 Sky poison blobs + Nangari adds Launches blobs into the sky that rain down on random spots. Where they land has a chance to spawn Nangari serpent adds. Adds aren't threatening individually but stacking too many on top of poison pools eats your healing budget. AoE-cleave them while keeping boss damage up.

Drop Table

  • Chosen boss table mimic Belial's Hoard rolls on the loot table of whichever Lair Boss you select at the Summoning Altar — with boosted Mythic chance over the standard fight.
  • Universal Mythic Unique pool Belial has a boosted chance to roll on the universal Mythic Unique pool.
  • Resplendent Spark Tormented kill grants 1 Spark. 2 Sparks craft 1 targeted Mythic at the Jeweler after the LoH update.

Best Builds for Belial

Whirlwind Barbarian

Stand inside his hitbox during fist-slam phases and continuously channel. Iron Skin + shouts handle the unavoidable cone damage.

Ball Lightning Sorcerer

Top single-target DPS in the game. Stagger him fast, burst window deletes 30%+ of his HP. Stay mobile in poison phase.

Penetrating Shot Rogue

Range-keep through the eye selection mechanic. Cold Imbuement freezes Nangari adds instantly. Strong stagger contribution from Cold CC.

Wing Strikes Paladin

Tankiest pick. Defiance Aura unstoppable for the cone breath. Holy Light Aura sustain through the poison phase.

Frequently Asked Questions

Where do I fight Belial in Lord of Hatred?

At the Summoning Altar inside the Palace of the Deceiver in Kehjistan. Interact with the altar, pick which boss table you want Belial's Hoard to mimic, and spend 2 Betrayer's Husks to open the Hoard. The arena is a circular platform surrounded by poison pools that activate as the fight progresses through phases.

How do the seven eyes work?

Belial summons seven floating eyes around the arena. Each rotation, one or three go black/inactive. The active eyes pulse damaging AoE — to avoid it, position yourself directly in front of a black (inactive) eye. The mechanic forces movement and prevents you from face-tanking the entire fight, even with high mitigation.

What does Belial drop?

Belial's Hoard mimics the loot table of whichever boss you choose at the Summoning Altar — but with a boosted Mythic Unique chance over the standard fight. Tormented Belial grants 1 Resplendent Spark on kill (the post-LoH Spark cost is 2 per Mythic craft, down from 4).

How do I survive the poison phase?

Keep moving. Belial stabs the platform repeatedly leaving tracking poison pools at your feet — if you stand still you get fenced in. Move in a circle around the boss, weave between Nangari adds (kill them passively with AoE if your build clears), and time the lateral waves from the original pools by jumping diagonally rather than backwards.

What is the difference between regular and Tormented Belial?

Tormented Belial requires a Stygian Stone in addition to the standard Betrayer's Husk cost. Higher HP and damage values, identical mechanics. Tormented kill grants 1 Resplendent Spark and increased Mythic Unique rolls.
