Paladin still tracks the deepest archetype list (16+ from LoH launch). Warlock follows with 9. Season 14 Mythic Unique 3.0 and the 3.1.0 balance pass opened more Unique-first paths for every class.

Are these tiers final?

No. Season 14 launched June 30 on 3.1.0 with a large class balance pass; 3.1.1 (July 14) fixed Mythic drops and class bugs. Expect S- and A-tier movement for several weeks as Fragment crafting and Iconic Mythics reshape gearing.
